#Visual studio 2019 release note update

Deprecated вЂњEnable C++11 support (/Qstd=c++11)вЂќ and вЂњEnable C99 support (/Qstd=c++11)вЂќ properties in all supported VS versions (VS2017, VS2015, VS2013).

Exposed a new peroperty in Visual Studio 'C/C++ Language Support' with full set of /Qstd option values for all supported in IDE plug-ins Intel compiler versions (18.0, 17.0, 16.0).
